Many developing countries have recognized the need to adopt
a long term economic strategy to shifts some of its focus to developing more
extensive knowledge-based economy. To achieve such a long term economic
strategy, it requires planning at a national level. This creates an
appropriate environment which integrates the knowledge supply derived from
investment of national resources in science, technology, and education with the
demand, and to stimulate business and government to utilize the knowledge
output and drive this up the commercial value chain.
